Guideline Value vs Market Value in Tamil Nadu: What's the Difference and Why It Matters

Every plot or flat in Tamil Nadu has two numbers attached to it that often confuse first-time buyers: the guideline value and the market value. They can be close, or wildly apart, and knowing which one applies where saves you from either overpaying or under-declaring during registration.
What is guideline value?
Guideline value (sometimes called 'zonal value' or, informally, 'government value') is the minimum price per square foot or per acre that the Tamil Nadu government has fixed for a given street or locality, for the purpose of calculating stamp duty and registration charges. It is NOT an estimate of what the property is actually worth — it's a floor. You cannot register a sale deed below the guideline value even if you genuinely bought the property for less.
What is market value?
Market value is what a willing buyer will actually pay a willing seller in the current market — driven by location, connectivity, demand, the specific plot's shape and approach road, amenities, and negotiation. In fast-growing corridors (OMR, GST Road extensions, West Chennai's industrial belt), market value routinely runs well above guideline value because the government revises guideline value only periodically, while real demand moves faster.
Why the gap matters to you
Stamp duty and registration charges are calculated on whichever is HIGHER — the declared sale value or the guideline value. So if a property's true market value is close to guideline value, there's little room for anyone to under-declare consideration to save on registration costs (which used to be a common, risky practice). It also means that in areas where guideline value has been revised sharply upward, your registration cost jumps even if the seller's asking price hasn't moved.
How to check guideline value online
Tamil Nadu's registration department publishes guideline value by survey number/street through the TNREGINET portal (tnreginet.gov.in), under the guideline value search section. You'll need the zone, sub-registrar office, village and survey number — details your seller or the property's patta/chitta document will have. Always check this BEFORE finalizing a price, not after, since it directly affects your total closing cost.
Frequently Asked Questions
Is guideline value the same as market value?
No. Guideline value is a government-fixed minimum used to calculate stamp duty; market value is what buyers are actually willing to pay, and is usually higher in high-demand areas.
Can I register a property below guideline value?
No — Tamil Nadu registration offices will calculate stamp duty on whichever is higher, the declared value or the guideline value, so registering below guideline value isn't possible even if that's the real negotiated price.
How often is guideline value revised in Tamil Nadu?
It's revised periodically by the state government, not on a fixed annual schedule — always check the current value on TNREGINET rather than relying on an old figure.
Why is my area's guideline value so much lower than what sellers are asking?
This is common in fast-appreciating corridors where real demand has outpaced the government's revision cycle — it doesn't mean the seller's price is inflated, just that guideline value lags market reality.
