DTCP vs RERA Approval: What Every Chennai Plot Buyer Must Check

If you've spent any time searching for plots in and around Chennai, you've seen both "DTCP approved" and "RERA registered" used in listings — sometimes in the same sentence, as if they mean the same thing. They don't. Confusing the two is one of the most common (and costly) mistakes first-time plot buyers make.
What DTCP approval actually confirms
DTCP (Directorate of Town and Country Planning) approval — or CMDA approval if the layout falls within the Chennai Metropolitan Area — confirms that a residential plot layout was sanctioned by the government town planning authority before land was divided and sold as individual plots. It means the layout has legally mandated roads, drainage, and open space reservations, and that individual plots within it can legally get a building permit, an EB (electricity board) connection, and a home loan.
An unapproved (or DTCP-rejected) layout can look identical on the ground — same roads, same plots — but building on it can be denied, and banks routinely refuse to finance purchases in unapproved layouts. This is the single most important check for any plot purchase, full stop.
What RERA registration actually confirms
RERA (Real Estate Regulatory Authority) registration is a different mechanism entirely — it applies to real estate projects (typically apartment or villa developments, and some large plotted developments) above a certain size, and it regulates how the developer markets, prices, and delivers the project, with penalties for delays and misrepresentation. It's about developer accountability for an ongoing project, not about the underlying land layout being legal.
In practice: most individual plot purchases — especially resale plots, or small layouts — will not have RERA registration at all, and that's completely normal, because RERA generally doesn't apply to them. What such a plot must have is DTCP/CMDA approval. Large developer-run plotted layouts, on the other hand, often carry both — DTCP approval for the layout, and RERA registration for the project being marketed and sold in phases.
How to verify each one yourself
- DTCP/CMDA approval: ask for the layout approval number and cross-check it on the DTCP Tamil Nadu or CMDA website, or ask your lawyer to verify at the local planning authority office.
- RERA registration: search the project's RERA number directly on the Tamil Nadu RERA portal (tnrera.in) — it will show the registered developer, project timeline, and any complaints filed.
- Never accept a verbal assurance for either — always ask for the number, in writing, before booking.
